Administratively blocked is not the same as technically blocked.
I fully expect that they'll keep illegally accessing, modifying, and destroying records until they are hauled away in chains.
Blocked? You can't be sure. They've had admin access too long. Unless the system is offline and completely scrubbed (that could take months to years), they must all be considered to have access right now.
