So hätte zum Zeitpunkt der Einigkeit von Schleswig und Holstein keiner mehr gesagt "Also eigentlich müsste Hamburg auch dazu gehören." Das war einfach kein Thema mehr. Also stand es als Hauptstadt auch nie zur Debatte.
Kurzum: Weil Hamburg nicht in Schleswig-Holstein ist.
Hamburg war schon Jahrhunderte unabhängig als Holstein dem dänischen König zuviel. Da gab es Streitereien, aber eigentlich gehörte Hamburg nur recht kurz zu Holstein. Genauso war Lübeck auch die ganze Zeit unabhängig. Es wurde nur 1937 von den Nazis zu Schleswig-Holstein hinzugefügt, Hamburg aber nicht.

Diese Unabhängig wurde von Dänemark aber zunächst nicht anerkannt, schließlich hatte Hamburg ursprünglich mal zu Holstein und Stormarn gehört, als diese ganzen Grafschaften erfunden wurden. Denke die erste große Teilung passierte als Holstein im 13. JH dänisch wurde, Hamburg aber ein Teil des Hl. Römischen Reiches blieb und "nur" von Dänemark verwaltet wurde?
Berlin war, mit Unterbrechungen, seit ~1500 die Hauptstadt von Brandenburg und dadurch formal bis 1945 Teil Brandenburgs, wenn auch seit ~1880 eingeschränkt.
Die heutige Situation als eigenständiges Land ist der Teilung zu verdanken. Und der Ablehnung einer Fusion durch die Brandenburger 1996.
TIL dass die Brandenburger eine Fusion mit Berlin abgelehnt haben, obwohl die Berliner es wollten. Berlin war wohl auch damals schon zu arm/nicht sexy genug.
Mit dem Unterschied, dass es in Luxemburg (Land) tatsächlich auch andere Städte neben Luxemburg (Stadt) gibt. In Hamburg gibt es zwar Stadtteile die mal unabhängige Städte waren und heute noch einen eigenen Charakter aufweisen, aber die haben keinerlei Selbstbestimmung (allerhöchstens auf Bezirksebene und selbst da nur sehr begrenzt), abgesehen davon gibt es in Hamburg auch keinen Stadtteil oder Bezirk der einfach nur Hamburg heißt.
Das hat sich inzwischen gegessen die wollen doch gar nicht mehr. Haben halt auch selbst was zu sagen und es wird ihnen nicht überall reinregiert, ganz im Gegensatz zu Altona. In Hamburg gibt's halt keine kreisfreien Städte, da gibt's noch nicht mal Gemeinden das ist alles eine Sauce.
