TSA deals with dropped drugs on a daily basis. Hell there are containers in some airports specifically to throw away your illegal items.

I wouldn't be stunned if illicit substances have perennially been in the White House for a century or more. It's a hostile, high-stress work environment. Of course people are going to medicate.
