This is exactly the kind of thing you should be skeptical of in the absence of better confirmation, all up and down that ladder of vagueness.

You're giving Trump way too much credit. Republicans couldn't pass a border bill under Bush Jr, when they had all three branches of government firmly in hand and "Protecting the Border" was a major campaign issue. A big chunk of the GOP wants to literally do a holocaust followed by a massive land grab along the US/Mexico border. Any legislation that doesn't grant this is DOA in the Republican-controlled House.
Trump got to be the face of why it failed this time. But it was Duncan Hunter and Tom Tancredo back in 2006. And it was Cornyn, McCain, and Graham who killed it in 2011. Then Republicans killed their own Border Security and Immigration Reform Act of 2018, back when it might have helped Trump.
Its so fucking easy to kill immigration bills in Congress. Nobody likes voting for them. Anything that can even be hinted at increasing the amount of legal immigration is a poisoned pill. They always fail.
